Assistance Sought for
In view of the huge damage to life, private properties, crops and infrastructures, the funds available under CRF/NCCF were not at all adequate to meet the requirement. Hence, Rs.2382.43crore out of NCCF was sought for to meet the challenge. Hence, State Govt. through a memorandum had sought the following assistance from Govt. of India through NCCF or otherwise.

  • Financial Assistance of Rs.2382.43 crore out of NCCF to complete the relief and immediate restoration measures caused due to floods, 2006.
  • Special Allocation of 1 lakh IAY Houses for flood victims of BPL category whose houses have been damaged due to floods. The proposal in this regard is being moved separately by the concerned Department.
  • Immediate sanction of funds to start Employment Generation programme for Landless Agricultural Labourers (LALs) in rural areas where agricultural crops have been ravaged by floods till harvest of the next crop.
Visit of Central Team
In response, Government of India had sent an Inter-Ministerial Central Team, led by Sri S. K. Chattopadhya, Joint Secretary Ministry of Home Affairs to assess the damage caused by Floods. The Inter Ministerial Central Team visited 12 flood affected districts from 4th September to 8th September when the State was combating with the 4th phase flood and the State Machinery was busy in relief and restoration measures. The team visited 12 district to ascertain about huge damages caused to public utilities viz. roads, bridges, schools and other infrastructures.
Visit of Hon’ble Prime Minister & Central Assistance from GOI
At the midst of monsoon Hon’ble Prime Minister visited the State and realizing the severity of floods, announced an assistance of Rs.200.00 crore out of NCCF. But subsequently Govt. of India had released Rs.200 crore out of which only Rs.25.00 crore is from NCCF. Details of Rs.200 crore are as under.

Assistance from NCCF
Observation of High Level Committee
After the visit of the Central Team, on 17th, January, 2007, the High Level Committee approved the following assistance on the basis of the recommendation of Inter Ministerial Committee and report of Central Team for Flood, 2006.
  1. Rs.115.24 crore from NCCF subject of adjustment of 75% of the balance available in the CRF account of the State for the instant calamity.
  2. Rs.5.92 crore from Special component of ARWSP.
  3. 1.87 LMT food grain for relief employment from Special component of SGRY, subject to its being lifted and utilized within three months, from the date of issuance of orders.
