National Cyclone Risk Mitigation Project (NCRMP)

National Cyclone Risk Mitigation Project (NCRMP) is a Government of India-World Bank Assisted project to be implemented in 13 States including Orissa. Orissa State Disaster Management Authority under Revenue and Disaster Management Department, Government of Orissa, is the Nodal Agency to implement the project. The project will be funded by Government of India as a Grant to the State through National Disaster Management Authority.
The project has following four components-
Component A- On last mile connectivity - 100% grant by Government of India
Component-B- On Structural measures-75: 25 share between centre & State
Component-C- On Capacity building activities- By Gopabandhu Academy Of Administration- 100% Grant by GoI
Component-D- Project Implementation and Monitoring-100% grant by GoI.
Under Component – D, of the project, Investment proposal has been submitted to National Disaster Mitigation Authority (NDMA). The project will be implemented within 10 km of sea coast in the coastal districts of Balasore, Bhadrak, Kendrapara, Jagatsinghpur, Puri & Ganjam. The Government of India will provide 75% of the Project cost as grant and the State Government will bear 25% of the project cost. Construction of multipurpose cyclone shelters, construction of connecting roads to the proposed and existing cyclone shelters and Raising and strengthening of saline embankments are major components under the project. The total project cost proposed in our Investment proposal is for Rs.576.12 crore as per the component allocation detailed below.

The normal project implementation period is 5 years. But in view of our readiness, we have suggested a 3-year timeline for implementation. The Detailed Project Reports are being prepared and other preparatory works are in progress. The subprojects which are coming under Coastal Regulatory Zone (CRZ) have been proposed in Year-II and Year-III. Environmental and Social Screening of the Year-I projects has been completed. The screening result has been uploaded in OSDMA website on 17.10.09 inviting feedback from different stakeholders and public on the project. The total allocation of funds under different components of the project will be finalized only after sanction of the project by the World Bank. However, the project phasing and implementation plan for different years has been done on the basis of our proposal.
The project has not yet been sanctioned. NDMA has indicated that the project is likely to be sanctioned in the current financial year.
