Basic Information on
National Cyclone Risk Mitigation Project (NCRMP)
As on 31.03.2013
1.     Overview:
1.1          National Cyclone Risk Mitigation Project (NCRMP) has been drawn up to strengthen the structural and non-structural mitigation efforts towards reducing the risk and vulnerability of the coastal districts to cyclone-related disasters. Implementation of NCRMP in Odisha has been approved in Phase-I of a Centrally Sponsored Scheme. The central share is being funded by the World Bank as an Adaptable Programme Loan with an International Development Association (IDA) credit.
1.2          The Financing Agreement between the World Bank and the Government of India and the Project Agreement between the World Bank and the State Government were signed on January 14, 2011. The Project Agreement became effective on March 30, 2011 and the project was formally launched on April 25, 2011. 
1.3      The project for Odisha is being implemented in six coastal districts such as Balasore, Bhadrak, Ganjam, Jagatsinghpur, Kendrapada and Puri during the period 2010-11 to 2014-15. The closing date of the project is October 31, 2015.
1.4        The project has a total financial outlay of Rs.653.79 crore with earmarked fund for component A, B, C, D and an unallocated amount of Rs.58.20 crore. Components A, C and D are fully funded by the Central Government. However, component B (Rs.518.95 crore) is being funded by the Central and the State Governments on the ratio of 75:25. The Component wise approved financial outlay under NCRMP for Odisha is as below:

2. Pre-implementation Processes: Before implementation of the project,a number of processes were followed as per World Bank guidelines. The major processes are as below:
2.1 Sub-components: The project has following three sub-components:
·         Construction of multipurpose cyclone shelters and godowns: 156 (150 MCS + 6 Go-downs)- 151 packages
·         Approach roads: 73 packages comprising of 248.325 km length of road

Raising and strengthening of saline embankments: 10 prioritized embankments in 12 packages comprising of 61.062 km.
