          Orissa has been traditionally vulnerable to disasters due to its unique geo climatic conditions. Floods, Drought, Earthquake, Cyclone and Tsunami have been recurrent phenomena in the State. The vulnerability of the State has made it imperative to have well defined disaster management strategies. The Orissa State Disaster Management Authority (OSDMA) is working with different stakeholders for sustainable development practice that will reduce disaster risk and increase the wellbeing and safety of the people. To achieve this objective, our motto is to invest today for a better tomorrow.
Effective communication system plays a vital role during the time of disasters. Our past experience in handling disasters imbued us with a new vision that multipurpose cyclone shelters which serve as community life line by providing shelters at the time of calamities could be used as round-the-year communication hubs. It will provide two-way communications not only for disaster early warning but also for all stages of disaster management. The shelter would have all type of state–of-art communication system i.e. computer, internet connectivity, VHF, mobile phone, fax machine  and Xerox machine etc. that will be used at the time of disasters and also in normal times to cater to the day to day needs of local community.
These centers would provide employment opportunity to the qualified local youths and thereby create avenue to generate revenue round the year. This project is a part of “Last Mile Connectivity”, one of the important components under World Bank funded project i.e. National Cyclone Risk Mitigation Project (NCRMP). A pilot project in six multipurpose cyclone shelters located in six coastal districts with connectivity to Block Office, District Headquarters, State Emergency Operation Centre at SRC Office, OSDMA, Revenue & Disaster Management Department, Control Room at Secretariat and the Resident Commissioner’s Office at New Delhi has already been taken up during the current financial year, 2010-2011. The project will establish vital link with the general public living in the remote villages and State Head Quarters. The services of IDCOL Software Ltd. and Xavier Institute of Management, Bhubaneswar have been taken for implementation of the project.
During the last 10 years, OSDMA is innovating basing on past experiences to provide best possible options to cater to the needs of the people. We dedicate ourselves to the cause once again.
